I have a hdfc preferred account, and I am maintaining around 6L after how much time will I get a pre approved offer for regalia/dcp?

Generally within 3 months. Tip: don’t apply instantly after getting offer. The more you delay, the better offers you get. They will try to lure you with better cards.
